Central Electoral Board (JCE) president Roberto del Rosario continues to stand behind Franklin Frias, computer director at the JCE. Yesterday, he said that the JCE had not received a formal petition from any of the political parties requesting Frias' replacement. Speaking at a press conference, Rosario said that until he has a formal petition, the assembly of JCE judges would not be convened to take action in the case. He said that the JCE could not act on news stories, as reported in Diario Libre. PRD presidential candidate Hipolito Mejia publicly requested that Frias should be replaced following Miguel Angel Garcia's resignation. Garcia resigned alleging duality of roles at the JCE.

Meanwhile, in separate statements, Catholic Church spokesmen, Cardinal Nicolas de Jesus Lopez Rodriguez and Monsignor Agripino Nunez Collado called on the JCE to resolve the difference as soon as possible. "The problem of the Junta is not so complicated. It is resolved in one stroke. What has to be found is a reliable, firm, independent person who has the qualifications and capacity," said the Cardinal.

In 2003, Franklin Frias' work was debated, and Monsignor Nunez Collado's intervention led to the appointment of Miguel Angel Garcia in a new post as IT general administrator, with higher hierarchy on computer matters. But in October 2011, Garcia resigned on the grounds that he refused to be a rubber stamp and alleged the existence of a parallel IT department head by Frias.

Monsignor Nunez Collado has highlighted that the JCE computer center is a delicate area. "It is sensitive, and if there is not full transparency, there will be speculation. This country does not need commissions, or electoral traumas," he said. He called for the JCE to maintain its hard-earned prestige and remove any thorn or problem that creates differences, as reported in Diario Libre.
