The Embassy of the United States reported yesterday that Ambassador Raul Yzaguirre holds regular meetings with representatives of different sectors in the Dominican Republic. The announcement from the United States legation comes as a reaction to the report published yesterday by Diario Libre that said that a meeting, which had not been publicized had taken place between Yzaguirre and groups that are part of the Coalition for 4% of GDP for Education on 29 September.

"The Embassy of the United States has for a long time worked with partners from the civil society and of the government on issues related with education," says the answer to one of the three questions posed by Diario Libre, which was delivered by the Press Attache.

This general answer by the Embassy leaves the other two questions asked by Diario Libre in the air. These questions were related to the people who attended the meeting and about what "the possibility of support" that was offered by the Embassy in the letter of invitation by the USAID really means. Yesterday the Coalition for Dignified Education supplied contradictory versions about the people attending the meeting with Yzaguirre.

A Coalition press release says that it was not invited as such, and that "a consensus was reached inside the movement that the participation of the organizations invited by the Ambassador would be accepted on an individual basis."

This story of a consensus appeared yesterday, Wednesday, despite the fact that Diario Libre talked with Maria Teresa Cabrera on Tuesday in order to confirm or deny that the Coalition had participated in a meeting at the United States Embassy. Initially, she said that she did not know about the invitation. Upon being asked a second time, Cabrera reiterated, somewhat flustered, that she did not know about the issue and she promised to find out.

Nevertheless yesterday, after the publication of the story of the meeting without the opinion of the Coalition, Cabrera, who serves as the spokeswoman, opened a press conference by saying: "In the case of the Coalition, we discussed this invitation and it was decided that the Coalition would not be present. But all the same we respect the right of the invitees to take part, but the Coalition decided not to do so."

Diario Libre reports that if the Coalition decided not to accept the invitation from the US Embassy as such, it would have done so more than a month ago, because the invitation was dated 27 September and the meeting was held two days later, which is to say on the 29th. On Tuesday the spokeswoman did not know anything about such a key event, but she remembered the next day. Regarding the doubts that might come about by the offer of "support" from the Embassy to the promoters of the struggle for 4%, the Dignified Coalition, in its statement says that it is financed "with contributions from more than 200 organizations that are members of this social movement and the solid support of journalists and the media that provide free space."
