The president of the Central Electoral Board (JCE) has uncovered a ring involving public and private doctors that issued birth certificates to children who had never been born. As reported in Listin Diario, the birth certificates were issued to women who were not biological mothers and who lent their names. Roberto Rosario said that the actions were carried out in complicity with doctors. Several small-town mayors are also under investigation. In small towns, mayors are authorized to vouch for the birth and this is valid for the issue of an official birth certificate when the birth has taken place at home with a midwife as opposed to a hospital. The scheme has been used to legalize foreigners as Dominicans, as well as to issue false identities. Rosario said that so far some 650 cases have been detected in the towns of Azua, El Llano de Elias Pina, Barahona, El Seibo, Las Matas de Farfan, Monte Playa, Quisqueya, San Juan de la Maguana and San Pedro de Macoris. He said that most cases occurred in the border region and the city of Santiago, as reported in Listin Diario.
