In a first reading, the deputies agreed to increase penalties for delinquent minors. The current maximum sentence of five years could now be increased to 15 years.

As reported, the penalties are being increased from 1 to 10 years in jail for teenagers between the ages of 13 and 15, and from 3 to 15 years for teenagers between the ages of 16 and 18. 133 deputies voted in favor, and only two against. A second reading will take place on Thursday, 10 November. The legislators modified Arts 223, 224, 279, 280, 291, 296, 339, 340 and 380 of Law 136-03.

But the bill establishes that minors need to be kept in special jails, and the presence of adult inmates is banned.

The penalties would be imposed in cases of homicide, permanent physical lesions, violation and sexual assault, robbery and kidnapping.
