The Central Electoral Board (JCE) Plenary has received general backing for an initiative for creating an Election Information Management Team. Now they have to consider suggestions on how to begin the analysis of its members and other concrete ideas like one submitted by the Alianza Pais party that said that the director of Information, Franklin Frias who might head the Management Team, should voluntarily resign his post or a higher-ranking official should be appointed to supervise him.
The proposal, sent in a letter from party president Guillermo Moreno, added to those of other parties, which took advantage of the public hearing to let it be known that if an official has been questioned about his job performance, he should not be appointed to lead the proposed managerial team. Those adding their voices to the general movement against Frias included the Alianza por la Democracia (APD) and the Movimiento Democratico Alternativo (MODA).
The ruling PLD, represented by its political delegate, Cesar Pina Toribio, said that they realized that the proposal should be examined with the technical representatives for a better understanding, and they requested that the JCE should hold a meeting for that purpose within 48 hours. Pina reiterated his positive evaluation of the initiative. The PRSC did the same thing. The Democratic Christian Union (UDC), the Dominican Workers Party, the Civico Renovador, and other parties joined in saying that there should be female representation on the Management Team and that the other members should be long-term employees of the JCE. In the meantime, the National Veterans and Civilian Party called for a quick end to the fuss involving parties and judges of the JCE.
PRD political delegate Salvador Ramos reported that an electoral affairs commission had been created, including himself, Andres Bautista, Orlando Jorge Mera, Cesar Cedeno, Cesar Sanchez and Hector Guzman. He read a document signed only by the PRD president, Miguel Vargas Maldonado and general secretary Jorge Mera, in which the PRD supported a consensus and dialogue with the top leadership of the parties. Then he left the session, much to the surprise of the JCE president, Roberto Rosario and the others present. Upon being questioned by the press as to why the PRD did not include its request for the dismissal of Frias in a more formal manner during the hearing, Ramos was not very clear and he said that the party had already done that.
