In an article in today's El Caribe, economist Roberto Despradel writes about the new Dominican economy. "We are a country in transition. We have moved from being a closed economy to an open economy, from being a country with local rules to one with global rules."

He says that as part of the process, the structures of the government have changed. There is a clear judicial framework appropriate for investments, and this is reflected in the global rankings.

"During those years we have focused on answered the "what"? "What judicial framework, What Constitution, What law? What type of institutions? What ruling?" he comments. But now, he says, we have to answer the 'how" questions. "How can we be more efficient? How can we be more accountable? How can we increase our competitiveness? How to improve spending?"

He says these questions call for planning, clear processes in all spheres and at all levels. He says the private sector gets it.

He mentions the case of Copa Airlines and its alliance with Continental. The CEO explained the reasons in a recent interview: "First, the routes and connections were complementary. Second, we were able to use and apply the processes developed by Continental."

Despradel writes that "in a global, competitive, fast world, strategy is important, but execution is more so, and a good execution requires good processes".

He says that, "although we have advanced in the government area, we lack instruments to measure the processes in the public administration, which limits our capacity to plan and thus efficiently use the scarce resources."

"A shareholder of a company seeks to have good managers, good internal processes, and indicators to quantify the creation of value and the efficient use of resources, which thus acts as a form of managerial accountability.

"On the side of the government, the objectives are broader, because aside from the creation of value, social cohesion is sought. But in the end there is a common fundament: accountability, of management to shareholders, of the governors to the citizens."

"It is time that we concentrate our energies in answering the questions that begin more with How than those with What."
