Over the years, the authorities have allowed motorcycle taxis to become a leading form of transport, despite being banned by transport laws. A new attempt is now being made to regulate them. While traffic accidents involving motorcycles are one of the leading causes of deaths and injuries, another major concern is security. A high percentage of muggings involve two people riding on a motorcycle.
The Technical Office of Ground Transport (OTTT) is launching a project to organize more than 43,000 motoconchistas nationwide. Alejandro Mirabal, in charge of the initiative at the National Department for the Organization and Regulation of Motoconchos, said they have signed agreements with AMET and other organizations to begin regulating the service of the motoconchistas. Some 5,000 motoconchista stops have been identified nationwide.
The plan is to require the motorbike owners to use an ID plate, have a driver's license, protective helmet, reflective jacket and an ID that identifies them as a member of a recognized federation or union.
