The Central Electoral Board (JCE) has taken suggestions from Eduardo Estrella and Guillermo Moreno under consideration about the fate of Franklin Frias, the major point of discord within the electoral entity. Both Moreno and Estrella have suggested that Frias should be removed from anything to do with the Computer Center, according to Hoy newspaper. They feel that this is the only way to get through the crisis brought about by the resignation of Miguel Angel Garcia, the former Administrator General of the Computer Center. Roberto Rosario, the head of the JCE, said that he will convene the Plenary of the JCE to deal with these two suggestions, but only after all of the actors in the process are committed to respecting whichever of the two is decided upon. Moreno has suggested that Frias should voluntarily decline the Manager position in the new computer leadership group suggested by Rosario and occupy some other position in the JCE that is not involved with computers. Moreno said that this would provide "credibility to the JCE." Estrella suggested that in order to obtain "peace and transparency" within the JCE, Frias should take a leave of absence. Rosario has said on several occasions that the PRD has not formally requested the firing of Frias, although their candidate, Hipolito Mejia and their political delegate to the JCE have said this in public.
