Police agents assigned to the Department of Migration Control and Investigation of People Trafficking arrested a German citizen identified as Herman Joseph Osele in Yasica, Puerto Plata yesterday, on charges of collecting large sums of money with false promises of obtaining visas to visit the United States. Osele allegedly told people that he was a member of a diplomatic mission from Liberia, and managed to cheat them out of more than a million pesos. The arrest warrant was in response to a complaint filed by Jackeline Rojas Garcia who said that the alleged conman took RD$1,300,000 from her with false promises to obtain a visa for her to travel to the United States by using his diplomatic status. Police investigations revealed that the man who was arrested arrived in the country in 2003 as part of an alleged Official Mission of the Government of Liberia, but he has not been accredited in the Diplomatic Corps since 2007.
