The city government is investing in remodeling the Parque Eugenio Maria de Hostos and Plaza Guibia, after years of neglect. The Plaza Juan Baron opposite the Maria de Hostos Park was fixed up first with private capital and its success has motivated the continuation of the restoration of these emblematic public spaces. The Hotel Association of Santo Domingo has also stimulated the city government to implement plans for the Malecon. The Parque Eugenio Maria de Hostos, Plaza Guibia and Plaza Juan Baron are located in a 1-1/2-km stretch of the Malecon seafront avenue.

With the inauguration of the Guibia Plaza on the eastern side of the Malecon, campaigners say it is time to focus on the western side. There are no tourist hotels on the western side, but the 6km stretch west of Ave. Abraham Lincoln has the same lovely boulevard bordering the Caribbean Sea. It is mainly an area for residential neighborhoods, a university and social clubs. Diario Libre focuses on the importance of city government attention to put a stop to the neglect that has led to some lovely areas being used as garbage dumps, overgrown with weeds and used as hideouts for criminals.

Diario Libre reports that the city government has had a costly plan but has not been able to set aside funds to implement it, and has practically abandoned the area. The plan involved extending the southern sidewalk of the Malecon by some 13 meters in order to create new public spaces for terraces and cafes.
