Manoguayabo in Santo Domingo West, Guaricanos in Santo Domingo North, INVI in Santo Domingo East and even privileged areas like Arroyo Hondo were subjected to prolonged blackouts over the weekend, lasting up to 12 hours. According to El Caribe, paying electricity users are complaining about the expense and the deficiency of the service. They also expressed objections to a statement by Celso Marranzini, the Public Electricity Corporation (CDEEE) vice president, who said that the electricity rates had not gone up. Despite the fact that in some places residents can see CDEEE work crews working on the lines, they complain that they do not receive any of the benefits of this work.
