The National Council of Magistrates (CNM) has yet to announce the appointments to the Superior Electoral Tribunal (TSE), and this is beginning to create problems for the Central Electoral Board (JCE). Last week, the JCE voted unanimously to declare itself incompetent to deal with problems at the local election board in Santiago de los Caballeros. Because of constitutional restraints now in place, the JCE is not allowed to deal with a complaint filed by the PRD, asking the JCE to reconsider its decision to substitute Judge Franklin Rosa on the local board. This is now a case for the TSE to handle.
In another case, which involves the PRI, a minority party, one faction of the party is disputing the results of an assembly held by another faction, in which the assembly declared that their presidential candidate in the next election would be Hipolito Mejia. The JCE public relations office has said that these cases are the "exclusive jurisdiction of the Superior Electoral Tribunal." According to El Caribe, the political infighting over the Organic Law of the CNM was a major cause in the delay of the appointment.
