There is a growing area of friction along the east coast beaches. Hotel owners and the small boats that take tourists on fishing and diving trips are engaged in a tug-of-war for the tourist dollar. The hotels have expressed concern about safety issues, and the boat captains maintain that they are within their rights and present documents to back their position. El Caribe notes whether or not they are legal, the sight of dozens of boats anchored offshore litters the seascape and spoil the views. As evening falls, the newspaper says that some 40 craft, yachts, catamarans and small craft of all sorts seem to fight for anchorage spaces very close to the beach where many of the major hotels are located.
The boats are part of a fleet including both independent owners and boats that belong to the hotels themselves. From early morning they offer tourists the opportunity to go fishing, diving, snorkeling, or deep-sea fishing. Some hoteliers complain, anonymously, that some of the independent boats pass by swimming areas at high speeds, and their captains handle fuels carelessly on the high seas, causing pollution and damaging the environment. The representative of the local association of boat captains says that there are just a handful of these "pirates" and the association is trying to convince them to join and follow the rules.
