The Senate fast-tracked the Organic Law of a National Development Strategy and approved it after one reading. The legislation sets out the need to invest 4% in education next year, a pact with the energy sector and an integrated tax reform for the 2012-2015 period. When the president of the joint commission that studied the proposal gave his report, he said that this was the country's most important project, after the Constitution. Felix Bautista, the senator for San Juan de la Maguana, said that the legislation provides 431 lines of action, which will require the modification of 150 laws "in order to make it viable." According to Listin Diario reporter Ramon Perez Ramos, the implementation of the END (as it is known in Spanish) will require bringing together three large national groups: the Economic and Social Council, political parties and the nation's economic and social leaders.
