The Second Chamber of the Supreme Court of Justice has ordered Ramon Antonio del Rosario Puente, a.k.a. "Tono Lena" to be extradited to the United States to face drug trafficking charges in Puerto Rico. Judges Hugo Alvarez Valencia, Victor Jose Castellanos and Edgar Hernandez Mejia issued a decree stating that they were able to confirm, through the documentation provided by the United States, the satisfactory fulfillment of all the requirements covered by the Constitution of the Republic and the Extradition Treaty between both countries.

The court declared the extradition valid and ordered the provisional seizure of the assets and property that appear in the name of the defendant. Moreover, they put the Attorney General of the Republic in charge of processing and execution of the decision, stressing that the Executive Branch must obtain guarantees from the United States that the person extradited will not be sentenced to capital punishment or life in prison.

The United States says that during 2009, one of the witnesses who testified against "Tono Lena" met with him to discuss a joint drug smuggling deal. The witness taped the meeting and the recording has been played to the National Drug Control Department (DNCD). During the meeting, the defendant described his business of transporting large amounts of cocaine and heroin from South America to the Dominican Republic by air and motorboats. He also described the successes he had in shipping the drugs by freighter to Puerto Rico and New York. In addition he talks about some shipments that he coordinated from South America to the Dominican Republic which were then sent to Puerto Rico and the continental United States. Many of these consignments contained hundreds of kilograms of cocaine and heroin. His statement that he had been coordinating the operations for three years was also recorded on tape.
