"Jose Boquete" calls attention to the people's complaints. On 22 March of this year, "Jose Boquete" sat down to fish in an enormous lake of residual water that blocked Max Henriquez Urena Street in the Los Prados section of Santo Domingo. This was the spearhead of a model for community complaints that broke the mold and was forged by Dominican citizens. Since then, the dedicated telephone line at Diario Libre for receiving complaints for "Jose Boquete", as well as the e-mail, has received more than 500 complaints of which 98 unique ones have been published. They are also monitoring several of the situations, due to the danger that they represent for residents. The number of complaints that has reached Diario Libre shows that the success of "Jose Boquete" is unequivocally due to the credibility that the Diario Libre readers provide. Of the problems reported by citizens and given coverage, 42 were in the National District, 35 in Santo Domingo East, five in Santiago, six in Santo Domingo North, seven in Santo Domingo West and three in Los Alcarrizos.
The complaints filed through "Jose Boquete" were examined by the city governments of the province of Santo Domingo, the provincial capital of Santiago, the National District, the Santo Domingo Water and Sewer Corporation (CAASD) and the Ministry of Public Works has responded to 34. This, despite the fact that on many occasion the public officials have become upset by witty remarks and appearances by the character (a very lifelike work of art) in highly unlikely places. Nonetheless, in a relatively high percentage of cases, they pay attention to the complaint. The solutions have included the repairs to the lagoon in Los Prados, which was a multi-million-peso project for the CAASD. "Jose Boquete" is a sculpture made out of resin by Dominican artist Domingo Guaba, who specializes in hyperrealist sculpture and painting techniques. The concept of the character as well as its creation took the artist two months to complete. The precision of the body's position and facial expression never fail to surprise people from all walks of life.
