The Emergency Operations Center (COE) announced that the government is implementing the "Christmas Operation Plan Eva 2011 as of 23 December." COE director General Juan Manuel Mendez said that the plan seeks to improve public safety during the Christmas holidays, with a special emphasis on reducing the number of traffic accidents during the New Year celebrations, as reported in Listin Diario. Mendez said that 32,455 people, including volunteers, medical staff, military, police and search and rescue specialists would be taking part.

The COE brings together 22 institutions, including the ministries of public health, public works, armed forces, police, tourism police, civil defense, firemen, public transport authorities and services, and the Red Cross.

As part of the operation, 1,502 assistance stations are being created at critical points nationwide, backed by 145 ambulances, three helicopters, four mobile hospitals and nine regional command centers.

General Mendez was speaking at the Presidential Palace when he announced the operation that starts at noon on Friday, 23 December and ends Sunday 25 at 8pm. It restarts at noon on Friday, 30 December to end on 1 January 2012 at 8pm.

This year the operation is dedicated to the memory of Eva Anabel Pichardo, an honors student from Monte Plata who died in a traffic accident in March. Her parents were present in the press conference.
