The Dominican Alliance Against Corruption (Adocco) is claiming that the 26 loans approved for use by the government this year and the local and foreign sovereign funds, for more than RD$125 billion to be used in the metro, dams and roadworks as well as to compensate for fiscal deficits are rife with corruption, as reported in Hoy. The organization says that the public works these funds are being used for are overvalued and the contractors were chosen in violation of Law 340-06 on Government Procurement that obliges tenders. Several of the financing contracts have been signed with country export agencies. He was especially critical of the EUR415 million funding for the second line of the metro contracted to Alstom Transporte S.A.

Adocco spokesman Julio Cesar Tiburcio accused Congress of abandoning its responsibilities and facilitating these loans, including one for US$230 million granted by the French Development Agency (AFD) for the metro.

"To the hemorrhage of loans we now have to add one that was approved for EUR78 million, granted by the French government for sewage projects in Montecristi, San Cristobal, Azua, San Jose de Ocoa and Neiba, as well as the US$354 million loan for the construction of the Monte Grande dam, the remodeling of Sabana Yegua, to be implemented by the National Institute of Hydraulic Resources," he said. He also criticized the approval of a loan for US$265 million for the construction of the Bavaro-Uvero Alto-Miches-Sabana de la Mar road and port by the Ministry of Public Works. A loan granted by the Brazilian export bank (BNDES) for US$185 million for the construction of the Coral Highway linking La Romana and Punta Cana also came in for criticism.
