The chief of the Police, Major General Jose Armando Polanco Gomez says that he has received intelligence reports stating that Raul Serumberto Mota Reynoso (Vantroi), released from justice for lack of evidence, had threatened relatives of his victims from the jail to prevent them from testifying against him and thus secure his release.

Major General Polanco said that the Penal Procedures Code establishes that if the victim or relatives of the victim do not maintain the accusation, the process will conclude in favor of the accused, as has been the case of Vantroi, who is accused of involvement in 36 murders.

"The Police presents the elements to the Public Prosecutors and they made the accusation, but as I have said, many cases close when the relatives, out of fear, as I am sure occurred this time, do not maintain the accusation," said Polanco Gomez, as reported in El Dia.

He highlighted the importance of correcting this situation in the changes being made to the Penal Procedures Code, as it tends to favor criminals. "We hope that (these changes) are included in the modification to the Penal Procedures Code articles so the prosecutor can continue these cases and represent the victim or the relatives so the case can continue," he said, as reported in El Nacional.

Polanco Gomez said the Police would keep a close watch on Vantroi.
