The new Centro de Educacion Tecnica Huascar Rodriguez Herrera is the country's first technical school for training workers in construction. The school, located at the Universidad ISA in Santiago, is funded by the Fundacion Huascar Rodriguez Herrera, together with Cementos Cibao. The new center seeks to improve the levels and quality standards of construction in the Dominican Republic by training skilled workers. Traditionally construction workers have learned their trade on the job. The new center will provide degrees including master builder, mason, plumber, cabinetmaker, carpenter, residential electrician and painter.

As reported in Hoy, the center was built at the initiative of Cementos Cibao and the university, in response to the needs of the construction sector.

Denisse Rodriguez of the Huascar Rodriguez Foundation made the announcement with Cristian Reyna, president of the board of directors of Universidad Isa, Benito Ferreiras rector of the University, and Jose Pimentel, foundation board member.

Rodriguez said that the idea for the center came from her late father, businessman Huascar Rodriguez, who always saw deficiencies in construction and shortly before his death said he wanted to make a contribution to the sector that would make a wide-ranging impact by providing good construction workers. The new center has four buildings and classes begin in the fall semester. The new center was equipped with a donation from the government of Taiwan. The center has capacity for 25 students in each course.

Jose Pimentel said that the university expects several of the graduates to establish small businesses. He said that while the center is located in Santiago, they expect to serve students from all around the country because a dorm for 64 students has been included as part of the center.
