The board of the civic group, Participacion Ciudadana called 2011 "a failed year". 2011 had been named Year of Transparency and Institutions, but a report released yesterday by the civic group says impunity prevailed and the government failed to act even in the cases of administrative and judicial corruption that were openly denounced. General coordinator Samir Chami Isa and executive director Javier Cabreja said that this was another year with when it was evidenced that government security agents continue to participate in drug trafficking and crime.

"There was not a single initiative carried out by the Department of Prevention of Administrative Corruption of the Prosecutor General Office despite the president of the Chamber of Accounts having said that on 19 December they had sent 36 audits on different government entities with serious irregularities," complained the organization.

The report described as advances a bill to reform the law of free access to governmental information, and the Project of Anti-Corruption Participative Initiatives (IPAC) with the United Nations.

Also mentioned the first half of the year attempt to impose upon citizens a possible consecutive presidential reelection despite that this would have been in violation with the 2010 Constitution.
