At year's end the Police was still on the trail of a man posing as a doctor who according to patients claimed high sums of money to give priority to their operations in the emergency room of the Jose Maria Cabral y Baez public hospital, the largest in Santiago during the holidays. The Police have identified him as Francis E. Ciprian Arias. The man appeared in the emergency on 24 December identifying himself as Dr. Alcantara, and offering his voluntary services to the staff in order to be inside the emergency room.

He was identified as a former Army corporal who had worked as a security guard at the Vinicio Calventi Hospital on the outskirts of Santo Domingo. He had been fired from the Army.

Following the claims made by the patients, an investigation showed that he had stolen equipment in a public hospital in San Juan de la Maguana, according to Minister of Public Health Bautista Rojas Gomez. Listin Diario reports that he was also known to have posed as a Dr. Suarez, and a Dr. Ciprian. Rojas Gomez said that Colonel Odalis Santana, who is in charge of security for the Ministry of Public Health, led the investigations into the case.

Rojas Gomez said the man never actually performed surgery or suture a patient in the emergency room, as has been claimed. He did extort two patients who placed the claim. Rojas Gomez said that hospital management needed to be more aware of their staff on duty.
