Emprendedores, the TV show hosted by deputy David Collado, is organizing a talk by former New York City Mayor Rudolph W. Guiliani on How to Build a Safe Society. Guiliani is credited as the mayor during whose term (1994-2001) the city achieved a turn-around with a marked reduction in crime. At the instigation of Commissioner Bill Bratton, he backed the New York City Police Department's implementation of aggressive enforcement/deterrent strategy based on James Q. Wilson's "Broken Windows" approach, which promoted crackdowns on minor offenses to send messages that order would be maintained. Guiliani is known as a politician, businessman and lawyer. Tickets are US$300 to the talk. The event is sponsored by the Listin Diario.
