View Full Version : Barrio dwellers say blackouts cause crime

Residents of barrios covered by the Safe Neighborhood (Barrio Seguro) Program complained yesterday that the principal ally of crime is the lack of electricity at night. Diario Libre says that the Neighborhood Board presidents and community leaders stated that they preferred the electricity companies to provide more hours at night than during the day. They said that a major proportion of criminal acts were committed during the night, adding that in the face of this situation they fear for the lives of the inhabitants and of the very police agents who patrol during the night. Maximo Polanco, the president of the Mejoramiento Social Neighborhood Board, said that the police were doing their job but they need a push from other sectors in order for the program to function the way it was conceived.

Recently, the designer of the Safe Neighborhood System, Eduardo A. Gamarra, blamed the police and politicking for what he described as the 'failure' of this program. According to Gamarra, a lack of economic support from international organizations was another of the factors that precipitated its failure.
