The Organization of American States (OAS) and the government of the Dominican Republic have signed an agreement for the OAS to provide technical support for the elections. This includes an audit of the voter rolls and the data-transmition procedures for the General Presidential Elections and the Overseas Deputies next 20 May. The secretary general of the OAS, Jose Miguel Insulza, and the president of the Central Electoral Board (JCE), Roberto Rosario Marquez, signed the document in a ceremony held at the OAS headquarters in Washington, D.C. attended by the Dominican Republic's Permanent Representative at the OAS, Ambassador Roberto Saladin, and the President of the Permanent Council of the OAS and the Haitian Representative at the institution, Ambassador Duly Brutus. Also present were representatives of the OAS member nations as well as high-ranking OAS officials.

Secretary General Insulza expressed his satisfaction over "this new show of confidence" by the Dominican government, which constitutes an "important" request for the organization. "We have well-earned experience in this area," he said, "experience in the use of audits in El Salvador, Bolivia, Paraguay, Guatemala and the good results of these processes we have obtained from the methodology that is ours exclusively and has been acquiring a well-earned prestige." This background, he said, will mean "that this election which we will be observing will be carried out with a high level of guaranteed transparency and updating, and peace of mind for all the citizens of the Dominican Republic."
