In an interview with Listin Diario, Former New York City Mayor Ruddy Giuliani revealed his formula for reducing crime in New York City. The ingredients are reasonably simple: A strong police force and investment in people.

Giuliani, who attended a breakfast meeting with Listin Diario staff and editors, said that honest, well trained and well paid police could eradicate crime. Also needed is an organization that is capable of detecting trends in organized criminal activity and common crimes, as well as the patience to wait the three or four years needed to see results.

Giuliani said that it was necessary to pay them enough so that the good ones could live decently and honestly. He also said that a special group was needed in which a lot of trust could be placed.

He told the editors of Listin Diario that everything began in New York City when a deputy commissioner of the Transit Police started taking nightly crime statistics and use them to organize patrols and corrective actions the following day. From this start, the Police Department adopted the system and applied it to the whole city. At first it was done on paper and then computerized.
