View Full Version : Leonel and Miguel agree on JCE plan

After several months of conflict over the appointment of Franklin Frias to the post of director of the Computer Center at the Central Electoral Board (JCE), the presidents of the two main parties, Leonel Fernandez of the ruling PLD and Miguel Vargas Maldonado of the opposition PRD have signed an agreement suggesting the creation of a collegiate management system for the Computer Center. The proposed entity would be made up of four people with "widely acknowledged capacity in the area, without any political ties and ethically irreproachable."

Frias, who has been the apple of discord and the person who the political and civil society organizations wanted to resign from the post, will get to remain as the Information Technology manager. Moreover, there will be three technicians (with the above qualifications), one suggested by the PLD, one by the PRD and one by the Catholic Church. The agreement also establishes that decisions will be reached unanimously and in case this is not achieved on any point, it would be submitted to the president of the JCE and if the impasse persists - they add - the issue would be taken to the Plenary of the JCE, which will adopt the definitive measure, which should be "obeyed by all."

The new management will have provisional status and will cease in its functions at the conclusion of the election process of 20 May. The PLD and the PRD recommend that as part of the measures designed to strengthen the transparency of the process, a technical audit should be carried out at the JCE Computer Center, as well as on the voter registration rolls, "preferably with the help of the experts from the Organization of American States (OAS), just as has been suggested by the Board itself." The agreement was co-signed by the Cardinal, Nicolas de Jesus Lopez Rodriguez and by Monsignor Agripino Nunez Collado.
