The Dominican navy retrieved another four bodies from the waters of Samana Bay yesterday February 7. This brings the number of dead in this latest yola tragedy to 26, with 21 people still missing. The authorities have now arrested Rey David Cepeda Calcano, believed to be the captain of the boat and the first to reach shore.
Cepeda, who is said to be a major organizer of illegal trips, had been arrested on two previous occasions, in 2000 and 2008, for taking people to Puerto Rico. He is believed to have operated in Nagua, Samana, San Francisco de Macoris, Sanchez and Rio San Juan. He stated that each passenger on the ill-fated trip had paid RD$40,000 and that the boat was in such a bad condition it started to break up almost immediately.
