According to the National Drug Control Agency (DNCD), one of the Dominicans arrested for his part in the network operating out of La Romana, Genito Toribio Custodio, from Las Galeras, was out on RD$4 million bail for a case involving 836 kilos of cocaine. He had been freed on bail by Judge Altagracia Mendoza Gutierrez, along with a Colombian, Enrique Torres Villamil.

Toribio Custodio had been arrested on several previous occasions for alleged drug offences, the latest being in August 2011, when the DNCD seized 1,071 packets of cocaine brought into the country by a group of Dominicans and Colombians. Before this, he was arrested in September 2009, together with Dominicans and Colombians, when they landed a plane at night on the eastern highway to drop off cocaine, which was never found.

This time the alleged drug trafficker has been arrested once again by the DNCD for his involvement with a group of Puerto Ricans who were being supplied with cocaine by the notorious Cali Cartel, which is said to have a direct line to bring cocaine into the Dominican Republic and subsequently to Puerto Rico.
