The Dominican Alliance against Corruption, ADOCCO, said yesterday Tuesday February 14 that more than 100 mayors and municipal directors, from all political parties, could be prosecuted for serious irregularities in the exercise of their duties, as laid down by Law 176-07, Article 21.

ADOCCO stated that the town halls have to use their budgets in a predefined manner. For example 25% is for permanent or temporary staff, 31% for the function and maintenance of municipal community services, at least 40% for infrastructure woks, acquisition, construction and modification of buildings, including pre-investment and investment for local and social economic development, and 4% for education, and health programs.

El Dia quotes ADOCCO general coordinator Julio Cesar de la Rosa Tiburcio as saying that they receive complaints of corruption by the municipalities and municipal districts every day, for failure to comply with Law 340-06 about Buying and Contracting, including paying for work which is not carried out, bogus salaries, giving work to family members, and other daily occurrences known to be against the municipal mandate.

He said that the penalty for violating the law is clearly set out with two to five years in prison plus a fine and a ban on carrying out public service.

De la Rosa Tiburcio warned the National Agency for the Persecution of Administrative Corruption (DPCA) to be prepared to follow up on all the offenses committed by certain mayors, so that those responsible could be tried in the courts
