According to Listin Diario, the ownership of firearms in the country has shown a notable increase recently, with 333,436 people now holding permits to own and carry a weapon. This shows an increase of 45% over the last eight months, as on June 30 the Ministry of the Interior and the Police had issued 181,381 permits.
However, 35% of permits to own and carry weapons have expired, which is equivalent to 116,925 of the 333,436 issued, as their owners had not renewed them in January this year as required by Law 36. Meanwhile, 216,484 are valid.
The majority of permits issued are for ownership, some 184,922, which is 36,408 more than for carrying. Ownership means that the weapon cannot be removed from the home, whereas carrying means that the owner can have the weapon with him outside the home.
Between 2010 and 2012 the Ministry of Interior and Police canceled 2,227 permits for different reasons. So far this year 18 have been canceled.
Common reasons for cancelation include domestic violence, robbery, loss, aggression, shooting in the air, positive doping test, misuse, transfer, and confiscation.
Rossy Schiffino, Director of the Arms Control Department at the Ministry of Interior and Police said that the measures to detect and control the traffic of illegal weapons are implemented together with the Armed Forces, The National Police, Customs agency and the National Investigations Department (DNI). She stated that these institutions carry out major operations in places where alcohol is sold, throughout the whole country, looking for illegal weapons.
She explained that weapons are confiscated because their owners have broken the laws of public order or when they have affected other citizens. The permits are then canceled and the weapons assigned to State security institutions and people with public duties such as senators, deputies and businesspeople. Illegal weapons are destroyed.
The cost of a permit ranges between RD$2,840 and RD$11,240 depending on the type of license. That includes the cost of the permit, the physical permit with photograph, and a psychiatric evaluation.
