The Santo Domingo West Industrial District (DISDO), built with an investment of RD$150 million, has been left in a state of neglect. According to Hoy reporter Amarilis Castro Jimenez, much of the property is now grazing ground for horses, despite a series of promises by President Leonel Fernandez to finish the project, which was begun in 2004. Similar in concept to the empty La Canela Free Zone in Santiago, the DISDO industrial park was supposed to house small and medium textile, metal working, carpentry and woodworking shops and create some ten thousand new jobs. However, construction has been halted for three years and buildings that were nearly ready for occupancy have been looted because of a lack of security. Doors, windows and even sanitation equipment have been removed along with cables, transformers and anything metallic. The roads, which were paved, are now covered in animal manure, and horses and cows are the main inhabitants of the area.

The only bright point is the fact that two small businesses are operating in the park: Mega Techo and Ferrox Industrial. According to their managers, they are working in an unsafe environment and this increases their costs. In fact, Gerson Guerrero, the president of Ferrox Industrial, said that they have been robbed four times. Both managers, Guerrero and Martin Domenech of Mega Techo said that if the park were developed properly, the existence of clusters would help lower costs and create more jobs.
