The bishop of San Juan de la Maguana, Jose Dolores Grullon, has issued a call for the much-debated Cibao-Sur Highway to be built from Constanza to Padre de las Casas. In an article in Hoy newspaper, he argued that the proposed route would be 57 kilometers shorter and save about RD$50 million in construction costs. In addition, the prelate said that such a route would benefit three of the main development areas in the southwest: Azua, San Juan and Barahona. The route from Constanza would connect the southern region with the Cibao valley cities of La Vega, Santiago, Bonao and San Francisco de Macoris.

The bishop gave eight reasons for asking the President to reconsider the plans for the project. Regarding the RD$50 million in savings, Monsignor Grullon said that the bridge over the mighty and dangerous Rio Grande would be inaugurated in April, thanks to the Foundation for the Development of Azua, San Juan and Elias Pina and other NGOs.

On 12 February Public Works Minister Victor Diaz Rua announced that the government would start construction work on a new land link from Juan Adrian in Monsenor Nouel province to Rancho Arriba, passing by Sabana Larga on to San Jose de Ocoa and the Carretera Sanchez that leads to the southwest. The road would be built with the same mountain technology used to repair the Constanza highway. The Constanza work was carried out by the Brazilian firm, Odebrecht.
