The Primary Health Care strategy, to begin with, will only benefit 42,899 people in the provinces of San Juan de la Maguana and Elias Pina. That is, if the members of the National Social Security Council (CNSS) accept a proposal from doctors to start the model gradually in the Del Valle Region. According to data from the Health and Labor Risks Superintendence (Sisalril), there are 35,658 affiliates in San Juan de la Maguana and 7,241 in Elias Pina, out of a general population of more than two million affiliates. UNAP - Primary Care Units - are in operation in these provinces. They were established by the Ministry of Public Health, and this is where the affiliates of the Subsidized Family Health Insurance Regime (SFS) go, as well as patients who have no insurance coverage at all.

The aim is to us this infrastructure and logistical setup to provide care for patients with private insurance. Owners of private clinics, medical specialists and the president of the Dominican Medical Association (CMD) are against the start up of the strategy, which is set for the first of May, because they will lose 80% of their patients. CNSS general manager Rafael Perez Modesto said that in today's meeting they will continue to discuss the way, where and how to begin the program, which will be done since the Ministry of Public Health already has the structure in place to provide monitoring of the process. In the Del Valle region, people prefer to go to public hospitals in search of health care. For more complicated cases, they go to Santo Domingo in search of attention, where there is an abundance of specialists. However there are not sufficient physical structures because the owners of private clinics are lagging behind and have not taken primary care services into account within their portfolio of services.
