The Central Electoral Board (JCE) assembly of judges has approved the simulcast of records by political parties and the media as they are received electronically by the JCE computer center. This means citizens will get the election results once they are approved by party delegates and sent from the polling stations to the JCE. In the past, it took over 24 hours for the JCE to issue the first official bulletin showing the definite trend of the election.

In resolution 07/2012 issued over the weekend, the JCE ruled that all scans in the electoral and voting precincts would be transmitted instantly to the country's municipalities for the implementation of Intelligent Character Recognition (ICR).

The resolution also authorizes the simultaneous transmission of the scans to the servers of the political parties' computer centers and the media, and posted on the Internet for all citizens to access their content.

The resolution is signed by presiding judge Roberto Rosario, fellow judges Jose Angel Aquino, Rosario Graciano, Cesar Feliz and Eddy Olivares and by secretary Ramon Hilario Espineira.

In the new procedure, the results will be submitted for scanning by the presiding officer in the company of representatives of political parties. A laminated original record will be then sent physically to the Municipal Election Board of each community for subsequent sending to the JCE. A copy of the scanned image will be delivered to the delegates of the political parties.

Nevertheless, at voting stations that do not have scanning facilities, the records will be sent to the Municipal Election Board for scanning and transmission to the JCE headquarters from where they will be released to the political parties and the media.

The JCE also reminded its employees that they are banned from engaging in any kind of political campaigning, even over mobile phones and social media.
