The United Nations Children's Fund (Unicef) reveals that the number of children under five in the Dominican Republic without birth certificates makes up about 20% of the total population. In the DR parents are given a month to register their children at birth. If they fail to do so, a tedious procedure for a late registry must be followed. The 20% are mostly in the very poorest sectors, where many parents do not have legal documentation themselves. The lack of birth certification particularly affects their progress in school, where the document is essential for moving up to high school. Unicef says the percentage of people without documentation is higher among children of immigrants.

The report indicates that in the Dominican Republic is home to over six million people in urban areas, of which 63% is under the age of 18.

"Increasing urbanization is inevitable and in a few years more children will grow up in cities than in rural areas and today 60% of urban population increase is for children born in cities," says UNICEF.

In the DR, children now born in public hospitals, regardless whether they are legal or illegal in the country, are automatically given birth records, reducing the problem for future generations.
