In response to criticism that the Ministry of Education had not achieved its goals, Minister Josefina Pimentel told reporters from Hoy newspaper that government stinginess and penny-pinching had led to RD$6.8 billion of the budgetary funding from use by the ministry being withheld. She said that this shortfall in disbursements affected the operations program that had been designed, but added that her ministry compensated for some of the lack of funding through international agencies such as the Inter-American Development Bank, the World Bank and the European Union, as well as creative thinking in order not to affect the overall programs. On Tuesday a bulletin issued by the Socio-Economic Forum noted that the Ministry had only received some 83% of its budget and that most of the funding went to pay personnel.
