The Department of Migration estimates that of more than two million Haitians who have migrated to the Dominican Republic for economic reasons, or to study, one million have irregular status. The largest numbers of Haitians are employed in the construction sector. The ruling for the Migration Law 285-04 establishes that to be legally employed, foreign workers need to be provided with an ID issued by the department of Migration that shows their name, signature and fingerprints.

As reported in Diario Libre, Haiti Minister of Superior Education Jean Claude Francois estimates that 15,000 Haitians are studying in Dominican universities. Haitians pay the same tuition rates as locals in Dominican universities.

The Ministry of Public Health estimates that the Dominican Republic spends RD$400 million on social services for Haitians, including education and health services.

Foreign Minister Carlos Morales Troncoso has emphasized the DR cannot bear the heavy burden of Haitian migration on its own.

Haiti is a leading import market for Dominican produce. Center for Exports and Investment (CEI-RD) statistics indicate that Dominican exports to Haiti in 2011 totaled US$1 billion. Haiti is the second most important source market for Dominican exports.

President Michel Martelly of Haiti is expected in Santo Domingo for an official visit on Monday, 26 March. Several important agreements will be signed on occasion of the visit.
