The National Drug Control Department (DNCD) seized 1,236 packages of cocaine estimated to weigh 1,500 kilos in a land and sea operation off the southeastern town of Juan Dolio on Sunday, 25 March at 1am. The cocaine is estimated to have a market value of US$20 million, with market value of US$50 million in the US and EUR90 million in Europe, as reported in El Nacional.

The DNCD worked together with the United States Drug Enforcement Administration (DEA). As reported in El Dia, the cocaine was produced in Colombia and had been shipped from Venezuela on a three-engine boat that was planning to unload its cargo on a reef off Juan Dolio.

As reported, when the occupants of the boat noticed the airplane and helicopter, they jumped into the sea but were later captured by three DNCD boats. The airplane used in the operation had been confiscated in December 2011 from Puerto Rican Santos Seda Rodriguez, who was later found murdered in Higuey. The airplane had been equipped with night vision equipment, as well as the helicopter that was used in the operation.

Three Venezuelans were arrested and identified as 41-year old Richard Chirino Primera, 38-year old Eliezer Hernandez Guanipa and 32-year old Cruz Rafael Natera Fermin. The authorities are on the trail of six Dominicans reported to be waiting to receive the drugs on land.

As reported, the drugs left from near Guajira, on the Venezuelan Caribbean coast near Colombia, on a speedboat powered by three 250 hp engines.

On board, the DNCD agents found a satellite communication system, three GPS, 18 55-gallon tanks, 32 18-gallon containers, 4 batteries, a fire extinguisher, two mattresses, an air pump, food, first aid items and telecom radios.

Access roads to Juan Dolio were closed off when the operation began at 1am on Sunday and ended two hours later with the seizure of the drugs and the capture of the three Venezuelans. The DEA had been trailing the gang that was dedicated to receiving the drugs from South America, storing them in the DR for subsequent shipment to the US, Puerto Rico and Europe.

The cocaine was packaged with the logos of different micro-cartels in Colombia, including those of Cali, Valle del Norte and Pacifico. As reported, the larger cartels were dismantled, leaving room for the micro-cartels to continue work.

DNCD chief Major General Rolando Rosado Mateo said that the drugs would be analyzed at the Institute of Forensic Sciences (INACIF). Rosado Mateo was speaking at a press conference accompanied by the chief DEA representative in the country John Neisgeler, Juan Geronimo Brown Perez, director of the Preventive Police and deputy police chief Victor Campusano.

Rosado said that the drugs are remnants of the work by drug trafficker Ramon Antonio del Rosario Puente (Tono Lena) who was extradited to Puerto Rico in December.
