The new, highly regarded National District prosecutor, Yeni Berenice Reynoso commented that 86% of Dominicans have little or no trust in local justice, as reported in El Caribe. "Justice does not need a new face, its soul needs cleansing," said Reynoso in her talk. She was speaking on "Access to Justice, Guarantee for Development" at a breakfast-conference organized by Vida FM and Radio ABC on Friday, 30 March. She also addressed barriers to justice, mentioning system red tape, lack of attendance, seemingly unending processes and lack of information systems. She said that 68% of victims of crimes will not file a complaint or case because of lack of accessibility and there is no penalty for crime in those cases, which generates more crime.

She said that these results affected the DR, where both foreign investment and tourism are crucial for the economy. She said every legal case, whether or not it advances in court, costs the government around RD$27,800. She said that alone there are around 7,000 fugitives from justice in the National District, most for drug charges. Reynoso favored creating a special court to hear drug cases.
