The Central Electoral Board (JCE) Observation Commission has recommended that the Board Plenary should require civic movement Participacion Ciudadana (Citizen Participation), "to replace anyone with known involvement in party politics in their list of observers." PC should also present the names of the coordinators of the process if it wants to have its application as an observer in the May elections accepted. The group had filed a request to be allowed to use 3,600 observers and provided evidence of a budget of RD$29.5 million for the process.

The commission also asked the Plenary to reject a request by the Autonomous University of Santo Domingo because they failed to fulfill three of the requirements and because "there are at least three political activists among their observers." According to Hoy newspaper reporter Loyda Pena, only three of the more than 30 organizations that applied for permits to observe the elections were qualified, albeit some with requirements to meet new conditions: PC, Copymecon and the Adventist Church.
