The Central Electoral Board (JCE) reports the case of Juan Antonio Morales Rodriguez who was allowed to request 58 duplicates of his ID card in five years. The JCE has a list of 1,500 people who together have taken out 18,791 copies of the document, more than 10 per person.

In the Dominican Republic the first ID and first copy are free of charge. For subsequent copies, the cost is RD$500 as of 2007.

El Caribe reports that Morales Rodriguez is a resident of Bani, Peravia. In 2006 he requested 6 copies of his ID, in 2005 he requested 23, in 2004, 18; and in 2001, 3.

Next on the list is Luis Francisco Marcelino Batista who has requested 47 duplicates of his ID in six years. In 2007, 2; 2006, 1; 2005, 6; 2003, 11; 2002, 22.
