At a press conference last night, Thursday, 12 April, the Dominican and Haitian governments accused former Colonel Pedro Julio (Pepe) Goico of hatching a plot designed to destabilize and overthrow the government of Haitian President Michel Martelly, and condemned the action as criminal, conspiring and seditious, endangering the peace, order and tranquility of the Haitian people.

Presidency Press director Rafael Nunez read out the statement in the presence of Foreign Relations Minister Carlos Morales Troncoso, Haitian Justice Minister Michel Brunachem, Haitian ambassador in the DR Fritz Cineas, Dominican ambassador in Haiti Ruben Silie and DR Attorney General Radhames Jimenez Pena.

They said that they had information that established that Pepe Goico, the former security chief of former president Hipolito Mejia, had instructed a Haitian citizen to start a campaign to discredit the Haitian President. The journalists then heard an audio recording, said to be of Goico talking to Haitian Pierre Kanski, saying that "this is the time that this son of a bitch will fall."

Nunez said that there were indications that Kanski was to contact other Haitians to carry out a plan to overthrow the Haitian government, and stated that the Haitian and Dominican governments condemned the action.

Also on the tape, Goico is heard to say that his boss had to become a bastion against political corruption and referred to Nuria Piera's TV show where she revealed supposed acts of corruption related to the Haitian government. Journalists were not allowed to ask questions at the press conference.

Hipolito Mejia's spokesman Hector Guzman said it was in bad taste to denounce a supposed plot against Michel Martelly, adding that it was just to divert attention from the corruption scandal involving Senator Feliz Bautista (PLD San Juan de la Maguana).
