The Attorney General of the Republic, Radhames Jimenez Pena has asked the District Attorney for the National District, Yeni Berenice Reynoso, to conduct a thorough and in-depth investigation into the complaint made by the governments of the Dominican Republic and Haiti. Both countries are accusing retired colonel Pedro Julio (Pepe) Goico Guerrero of involvement in an alleged plot aimed at destabilizing the government of President Michel Martelly. Evidence presented is a taped telephone conversation alledgedly between Goico and Haitian businessman, Pierre Kanzki.

By means of Memorandum Number 1326, Jimenez Pena suggests that this action has been brought about by the international judicial cooperation that will be held on Friday in the offices of the Ministry of Justice of Haiti, "with relation to a supposed seditious plot in which, according to the request, Dominican and Haitian individuals are involved."

The details of the alleged plot against Martelly were disclosed during a press conference attended by Dominican Foreign Relations Minister, Carlos Morales Troncoso, the Haitian Minister of Justice Michel Brunache, Attorney General Jimenez Pena, and the ambassadors of the Dominican Republic in Haiti, Ruben Silie and of Haiti in the Dominican Republic, Fritz Cineas and the Presidential Press Director, Rafael Nunez. As the declaration signed by both governments was read, Nunez said that according to information supplied by the State security agencies, Pepe Goico, in a tape recording, instructs a Haitian citizen, named as Pierre Kanzki, to begin a campaign to discredit the Haitian president.

PRD presidential candidate Hipolito Mejia dismissed the report as "a smokescreen," that seeks to distract from the issue of the alleged acts of corruption that are being attributed to Senator Felix Bautista. TV journalist Nuria Piera presented hard evidence of irregularities committed by Bautista, but the Prosecutor General Office has not moved on the issue.
