The president of the chain of pharmacies Farma/Xtra is accusing the Health Risk Administrators (ARS) of discrimination and of excluding small and medium pharmacies from the sales of medications that come under the Basic Health Plan (PBS) for the affiliates of the Payroll Deduction part of the Family Health Insurance (SFS), pushing aside his clients to similar business but with greater capital.

In a letter sent to the editors of Diario Libre, Maximo Mejia said that the principal issue of the problem is that the ARS are acting as judge and jury in the process, forgetting that the affiliation process should be the responsibility of the Ministry of Public Health.

He said that this would give an opportunity for the state to exercise its role as a judge that is fair and separate from the individual or group interests. Mejia also accused the President of the National Pharmacy Union, Julio Curiel, of being a medicine salesman who benefits from the pharmacies and that along this same line of thinking, represents the conflicting interests with the establishments that Farma/Xtra represents, moreover he is the president of the principal beneficiary of the affiliation of the pharmacies that is done by the AFS.
