During an interview with El Despertador, Francisco Alvarez, the coordinator of civic group Citizen Participation has stated that their observers will be watching out to stop purchasing of cedulas (national identity and voting cards) on election day and urged the parties to refrain from this practice.
He said that he was concerned it could happen because it is undeniable it has happened in the past. The purchase of cedulas is a fraudulent practice aimed at preventing known supporters of rival parties from casting their vote.
He said that even if people were not official observers, private citizens themselves should report any anomalies in the voting process by taking photos with their cell phones and send them to a website www.atentocontuvoto.org (http://www.atentocontuvoto.org)
