The National Institute of Forensic Sciences (Inacif), required by law to gather evidence at a crime scene and in the case of natural death, does not have enough specialists to certify the dead. As reported in Hoy, the institute relies on limited numbers of medical examiners to do its work. This leads to long waits at the crime scene, affecting the quality of the evidence and compounding the grief of the bereaved relatives. Furthermore, the situation has a negative impact on justice, on public health and on public safety.

Once the relatives identify the victim, the body must remain at the site until a forensic specialist authorizes the transfer. As reported in Hoy, this year the Inacif has carried out 3,349 forensic death investigations.
