The Russian currency lost 1.2 percent to 31.4205 per dollar as of 10:16 am in Moscow, the weakest level since Jan. 18. The ruble declined 0.8 percent to 39.7975 per euro and 1 percent to 35.1871 against the central bank's target dollar-euro basket.
