The 2012 report by Amnesty International (AI) accuses the DR National Police of continuing to commit "unlawful killings" and of allowing impunity to reign despite multiple violations of human rights being observed.

According to an article by Tania Hidalgo in Hoy newspaper, the violators of these rights have not received any punishment despite the presence of valid evidence. The documents said that according to information from the Attorney General of the Republic, 289 people died at the hands of the police in 2011, versus 260 killed in similar circumstances in 2010.

The leading international human rights organization also cites the case of Luis Alfredo Dominguez Rodriguez in Nagua, who was killed by the police. The report goes on to list cases of torture and poor riot control techniques at the UASD in Santo Domingo.

The disappearance of at least two people was also placed at the feet of the police but so far no officers have been charged. AI also said that identity documents were being denied to Haitians and that there was an increase in violence against women and girls, citing 127 murders of wives, partners or former partners.
