Yesterday, Monday 28 May, the Central Electoral Board (JCE) issued Resolution 30 officially declaring PLD candidates Danilo Medina and Margarita Cedeno de Fernandez as President and Vice President of the Republic, respectively, in the 20 May 2012 elections. The JCE declared the final results of the elections definitive and valid, and the winner as the PLD and allies.
The final results give the PLD and its allies 2,323,146 votes or 51.21%, and the runner-up, the PRD and its allies, 2,129,991 votes or 46.95%. A total of 4,536,910 valid votes were cast in the election (99.34% of the total votes).
The PLD and allies received 2,323,463 valid votes, more than the absolute majority established in the Constitution of the Republic, according to the resolution read at a public hearing by JCE secretary Hilario Espineira.
The final results were: Danilo Medina 2,323,463 (51.21%), Hipolito Mejia 2,130,189 (46.95%), Guillermo Moreno 62,296 (1.37%), Eduardo Estrella 9,343 (0.21%), Julian Serulle 6,553 (0.14%), Max Puig 5,066 (0.11%).
The PRSC under Foreign Relations Minister Carlos Morales Troncoso, which backed the PLD presidential candidate in the 20 May elections, was the only minority party to maintain its legal status, with 266,487 of the vote, or 5.87%.
The election court, with Resolution 31, also declared the winners of the seven seats for overseas deputies. They are Jose Ernesto Morel and Ruben Luna (PRD) and Alfredo Rodriguez (PLD) in the First District, which covers the United States and Canada. For District 2, which covers Europe, Levis Suriel (PLD) and Adelis Olivares (PRD). In District 3, composed of the Caribbean, and South and Central America, Marcos Cross (PLD) and Agustin Mercedes (PRD).
Excluding the alliances, the PRD was the single political party that received the most votes with 1,911,503 (42.13%) compared to 1,711,972 (37.73%) for the PLD.
In the hearing, which was not attended by the PRD, JCE president Roberto Rosario said that both resolutions would be sent to the Senate president for the proclamation of the new President and Vice President. According to the Constitution, this should happen next 16 August.
The JCE has yet to set the date for delivering the certificates to the winners.
